Robert Hiett's Bio:

Mr. Robert Hiett joined the Upper Coastal Plain Council of Governments (UCPCOG) in 2018, and currently serves as its Executive Director. Mr. Hiett is responsible for operations within the UCPCOG's Aging, Planning, and Workforce programs, and general governmental services within a five county region. Mr. Hiett is involved with several local, state, and national committees that focus on policy or program issues related to public administration, transportation, and workforce development. Mr. Hiett currently serves on the executive board for the Rural Planning Organizations of America (RPO America) as the North Carolina State Delegate. Mr. Hiett spent 16 years on the board of the Georgia Transit Association (GTA), six years as the association president, and he served as the GTA Legislative Committee Chairman or Co-Chairman since 10 years. Mr. Hiett also served six years as the Georgia State Delegate for the Community Transportation Association of America (CTAA). Mr. Hiett continues to serve on workforce and transportation committees, at all levels, to promote economic mobility for all citizens. Mr. Hiett served twelve years in the U.S. Army Reserve, Corps of Engineers, attained the rank of Captain, and was honorably discharged in 2003.

  • Executive Director at WorkSource Three Rivers

    Serve as the appointed Workforce Development Executive Director for the Three Rivers Workforce Development Board (TRWDB), to plan, implement, and direct workforce development activities authorized under the Workforce Innovation and Opportunity Act (WIOA). Collaborate with the Chair to schedule board meetings, develop agendas, and disseminate meeting materials. Inform the TRWDB board of relevant issues, maintain TRWDB membership in accordance with legislation and bylaws, and assist the TRWDB in fulfilling its obligations. Plan, implement, and direct workforce development activities authorized under the Workforce Innovation and Opportunity Act (WIOA). Coordinate with the fiscal agent, Three Rivers Regional Commission, as required to carry out WIOA program activities. Responsible for implementing the mission, vision, principles, and strategic plan of the Three Rivers Workforce Development Board (TRWDB). Serve as official spokesperson for the TRWDB, and as its liaison with local governments, organizations, businesses, and other entities with an interest in workforce development issues. Administer day to day activities and programs in accordance with the Workforce Innovation and Opportunity Act (WIOA), and other applicable Federal and state laws and regulations. Represent and advance the TRWDB’s interests by cultivating strong working relationships with chief elected officials, the general public, business and civic leaders, and the media. Convene and coordinate with community partners, and leaders in education, business development, and economic development to create and maintain a skilled workforce. Responsible for budget development, $6 million per year, and fiscal management of the workforce program. Supervise up to 20 local office staff, and field staff assigned to the WIOA program. Responsible for oversight of contractors, and management of resources to meet contracted performance goals.

  • Deputy Executive Director at Three Rivers Regional Commission

    The Three Rivers Deputy Executive Director plans, implements, and directs workforce development and transportation programs for the Three Rivers Regional Commission. Serve as the executive staff to the Three Rivers Workforce Development Board, and responsible for planning, programming, and fiscal management components of employment training programs funded through the Workforce Innovation and Opportunity Act. Administer regional transit and mobility management programs, funded through the Georgia Department of Transportation and Georgia Department of Human Services, with an annual volume of approximately 300,000 trips. Develop and maintain a division budget of approximately $9 million per year. Supervise 25 professional staff assigned to the Governmental Services Division. Responsible for the coordination of required oversight boards, budget development, and the strategic planning process to identify and implement annual goals and objectives. Evaluate legislative policies at the state and federal level that may impact the Commission or its local governments, and recommend action strategies. Coordinate the Commission's external affairs with local governments, civic and business leaders, chambers of commerce, trade associations, transit dependent groups, elderly and disabled, and state and federal agencies. Facilitate strategic planning for regional committees, workforce development, local governments, transit and highway projects, and educational institutions. Provide compliance management oversight of transportation and workforce contractors. Maintain third party procurement procedures, contract development, and a competitive bidding process for a regional service delivery area. Perform information technology consulting and broadband planning for the Commission.
